Executive Director

Jeffrey L. Moore, Jeffrey L. Moore serves as Chief Executive Officer (CEO) and Executive Director of the agency. He has many years of experience working with at-risk and adjudicated juvenile and their families. He formerly served as the court referral counselor and was charged with assessment, identification, and treatment of participants involved with the Department of juvenile Justice from Diversion to Parole. He is a Certified Therapeutic Specialist, and skilled in various treatment modalities.

 

Clinical Staff

Sharon Hopkins, LPC, serves as Supervisor for the Portsmouth location and has a wide range of experience working with families, children, adolescents that have multiple emotional problems sexual trauma, substance abuse and serious emotional issues.  Mrs. Hopkins provides intensive in home services as well as out-patient services to children and families. She provided counseling and case management services for moderate to severely emotionally disturbed children placed in therapeutic Foster Care.   She facilitates treatment team planning, provides direct clinical supervision and develops clinical in-service training for staff.

Jonina Moskowitz, Psy.D. (Licensed Clinical Psychologist) joined Family Redirection in January 2010.  She holds a B.A. in Psychology from the University of Pennsylvania and a Psy.D. in Clinical Psychology from the Virginia Consortium for Professional Psychology.  She has over ten years of experience working with seriously emotionally disturbed youth and their families, in both private and public settings.  Prior to joining Family Redirection, Dr. Moskowitz worked in day treatment and residential settings and she taught undergraduate classes at Old Dominion University as an adjunct faculty member.  Her areas of clinical interest include psychological assessment and working with youth whose difficulties include developmental disabilities and mood and thought disorders.

Administrative Staff

Lisa DeBeauville, M.S. Ed. Serves as the Executive Program Director for Family Redirection Institute and directly oversees the Chesapeake Office.  Ms. DeBeauville has a Master’s Degree in Education and specializes in assessing and treating affective, behavioral, and cognitive learning needs of troubled youth.  Ms. DeBeauville has several years of teaching experience and is in the dissertation stage of earning a PhD in Educational Leadership in which she will focus on best practices for educating troubled youth.

Rasheena Harris, M.Ed and QMHP. Rasheena serves as a Quality Assurance Specialist and Support Services Coordinator in the Newport News office. She has a Masters degree in Policy, Planning, and Administration and has a wide range of experience working with adolescents and families that have multiple problems such as substance abuse, sexual trauma, depression, abuse and neglect and serious emotional and behavioral issues. Rasheena is overseeing the therapeutic group home and the therapeutic summer camp.

DeForest Mapp, Program Supervisor, MA in Education and Counseling and supervises for the Portsmouth site. He is a retired Principal with Portsmouth Public School System with 30 years teaching experience. Mr. Mapp is a Certified Crisis Prevention Intervention Trainer (CPI) and he provides family intervention and counseling to parents of students in alternative school placement. Mr. Mapp coordinates and provides training for FRI personnel.

Angela McDowell, MSW, serves as an intensive in-home supervisor at the Newport News site. Ms. McDowell received her BSW and MSW degrees from Norfolk State University.  Ms. McDowell has several years experience working in intensive in-home counseling, foster care, foster care prevention, and day treatment.  Ms. McDowell has extensive training and experience working with youth, adolescents, and families with severe emotional disturbances, medication management, anger management, depression, bipolar disorder, separation and loss/abandonment, and abuse and neglect issues.  

Patrice Powell, MA, CSAC, serves as a supervisor for the Newport News office within the Intensive In-Home Counseling program and has numerous years of experience with children, adolescents and families in the human service field. Ms. Powell has a Bachelor of Science Degree from Christopher Newport University and a Master of Arts Degree in Community Counseling from Norfolk State University. Patrice specializes in working with children and adolescents with severe emotional behaviors to include ADHD, Oppositional Defiant Disorder, and Conduct Disorder. She is experienced in providing substance abuse treatment (Certified Substance Abuse Counselor), therapeutic day treatment, and intensive in-home counseling.
